BROWNWOOD ISD TRANSFER OVERVIEW

A nonresident student, including a full-time District employee’s child, wishing to transfer into the district or within the district shall file an application for transfer.  When reviewing petitions for student transfers, Brownwood ISD will consider each request on an individual basis; however, requirements are in place to ensure consistency in our process.  The goal is to provide a fair and transparent process for all transfer requests, while maintaining high educational standards and ensuring that the needs of district-resident students are prioritized.

Transfer applications are reviewed annually. Once submitted, applications remain active through the highest grade level offered at the selected school unless revoked by Brownwood ISD, in which case you will receive a formal revocation notice. While reapplying each year is not required, annual approval is necessary, and continued enrollment is contingent upon receiving an approval letter for each subsequent year.

All transfers requests are first considered based on space/class sizes and staffing availability. Transportation services are not provided for elective transfer students.

The transfer window is open April 1st through April 30th of each year.  Transfer requests outside of this window will need to contact Krista Behler, krista.behler@brownwoodisd.org or call Brownwood ISD Central Support Center at 325-643-5644 for more information. 

Transfer approval notifications will be issued annually between July 10th and July 31st.   Until an approved transfer has been received, a student should plan on attending his/her assigned school district or campus based on the residence of his/her parent or guardian. 

OUT OF DISTRICT TRANSFERS
 

APPLY IF YOU DO NOT RESIDE IN A BROWNWOOD ISD SCHOOL ATTENDANCE ZONE

  • And you want your student(s) to attend one of our 4 elementary schools, 6th grade campus, middle or high school.
  • Your student is on a transfer and has finished the last grade level at their current campus and wants to attend another Brownwood ISD campus.  A new transfer request is required if your student is changing schools, such as transitioning from middle school to high school.

Although you do not have to fill out a transfer application every year, you will receive an approval or denial letter every year in July.  You are not guaranteed approval until you receive an approval letter. Transfers may be revoked at any time.

Out of District Transfers are reviewed every 9 weeks and may be revoked for the following, but not limited to:

  • CLASS SIZE and STAFF AVAILABILITY
  • ACADEMIC STANDING
  • EXCESSIVE ABSENCES, INCLUDING TARDINESS, EARLY PICK-UPS, FAILURE TO PICK UP STUDENTS AT DISMISSAL TIME
  • STUDENT MISCONDUCT, DISCIPLINE HISTORY
  • LACK OF PARENTAL SUPPORT FOR CAMPUS GUIDELINES

Please ensure that all applications are fully completed and that all required documentation is uploaded. Incomplete applications or missing documents will result in a denial, and a formal notification will be sent. It is the applicant's responsibility to meet all submission requirements for the approval process.

Please Note:

  • There are NO out of district transfers for Prekindergarten.
  • Transportation services are not provided for students on elective transfers.
  • All applicants must submit proof of residency, such as a utility bill or a mortgage/rental agreement, in the name of the registering parent.

RATIONALE OF NEIGHBORHOOD SCHOOL: Attending a neighborhood elementary school offers several key benefits for children. First, it allows them to build strong connections with classmates who live nearby, fostering friendships that extend beyond the classroom. Additionally, staying at the same school through 5th grade provides consistency in their education, helping students develop meaningful relationships with teachers and staff who understand their learning needs. This stability contributes to academic and emotional growth, creating a supportive environment where children can thrive throughout their formative years.

ACCEPTABLE REASONS TO REQUEST A TRANSFER:

  • CHILDCARE OR TRANSPORTATION CONVENIENCE
    • If a school is closer to your workplace or a caregiver’s home is more convenient, it may be helpful for balancing family logistics, making it easier to manage daily routines.
  • SIBLING ENROLLMENT
    • Families with older siblings already attending a different school may wish to keep children together at the same school for consistency and convenience.

REQUEST TO REMAIN


What is a Request to Remain?

A request to remain is considered when a student moves outside of the district or into a different attendance zone during the school year.

If the legal residence of a family changes from one attendance zone to another attendance zone, within the district or outside of the district, the student may either remain at the school he/she was attending before the residence change or attend the school in the new attendance zone. 

If the student and parent, guardian, or person having legal control over the student prefer the student remain at the school he or she is attending, a Request to Remain form shall be submitted.  The application can be accessed below.  A student who petitions for the Request to Remain shall be under the same conditions of transfer as a out of district transfer student.  If the student violates the transfer policy, the transfer shall be revoked. 

UIL regulations apply to students requesting to remain at their current campus. 

Request to Remains are only valid for the current school year in which the petition occurred.  If a student is approved for a request to remain, their parent must apply for a transfer during the transfer window to remain at the campus for subsequent years.

If a student moves, during the summer, or fails to apply during the transfer window, a Request to Remain option is not available.  The student must apply for a transfer through the transfer application process during the open transfer window. 

Transportation is the responsibility of the parent.

OUT-OF-DISTRICT TRANSFER REGULATIONS


TRANSFER APPLICATION       

A complete application for transfer must be filed during the designated application period as defined by the District for a student who resides outside the boundaries of Brownwood ISD but wishes to attend a Brownwood ISD school.

Out-of-district transfers are valid for one academic year. Although you do not have to fill out a transfer application every year, you will receive an approval or denial letter every year in July.  You are not guaranteed approval until you receive an approval letter. 
 

REQUIRED DOCUMENTS        

Parent/Guardian must provide the following verifiable documentation for consideration upon application for an out-of-district transfer:

  • All applicants must submit proof of residency, such as a utility bill or a mortgage/rental agreement, in the name of the registering parent.
  • Students entering 1st to 3rd grade must provide a full academic year’s report card from a public school, including attendance information.
  • Students entering 4th to 9th grade must submit a full academic year’s report card from a public school with attendance information, as well as the previous school year’s STAAR scores.
  • Students entering 10th to 12th grade must provide a transcript from their previous school, including attendance information and STAAR EOC scores for English I & II, Algebra I, Biology, and/or U.S. History. 

*Incomplete applications will not be accepted.

*Brownwood ISD will not request documentation from the previous campus/education institution for the transfer application process.
 

TRANSFER PROCEDURES       

The parent/guardian will complete an online application for Out-of-District Transfer.  Application are available April 1st through the 30th of each school year.  Applications are available through the Brownwood ISD website Transfers - Brownwood ISD.  The parent will submit the application, along with the required documents. 

APPROVAL                             

Central Support transfer review personnel will consult with the principal of the requested campus for review and initial approval. The     Superintendent or designee will provide final approval for all transfers in accordance with Board Policy FDA (Local). Factors considered will be:

  • Class size and staff availability
  • Academic performance relative to grade level expectations including state assessments
  • Attendance record
  • Discipline record

Standard Definitions:

Availability of Space and Instructional Staff- in order to meet the minimum stand in consideration of a student transfer, the following guidelines must be met:
 

  • Elementary

Transfer applications for PreK can only be accepted during the qualification process.  Kindergarten through Fifth grade classrooms are open to transfers if they do not exceed the 19:1 class size ratio.

  • Secondary

Sixth through Twelfth grade may not exceed campus and classroom capacity based on projected enrollment for staffing.
 

Student Disciplinary History- Review record of any behavioral infractions, rule violations, or disciplinary actions taken against the student during their time in school.  Students will be reviewed on an individual basis.  A student may not have been assigned to, attended, or otherwise withdrawn from a Discipline Alternative Educational Placement (DAEP) when applying for a student transfer.

Attendance Records- A student must have attended school for at least 90% of the time that the course is offered in the previous school year in   order to be considered for a transfer.

Parental Notification- After the above process is complete, the parent/guardian and campus will be notified via email of the final decision regarding the Out-of-District transfer, whether approved or denied.  For approved transfers in the first year, the parents will receive an approval letter and transfer agreement by mail, which will be required to enroll at the approved campus. 
 

OUT-OF-DISTRICT TRANSFER AGREEMENT

Parent/guardian will be required to complete all registration documentation as required for any/all students.  An approved transfer application does not negate the requirement of the enrollment process at any campus.  Proof of Residency will be required upon enrollment documents.  Upon enrollment at the campus, the parent/guardian will present the approval letter and signed Transfer Agreement. 
 

RENEWAL OF OUT-OF-DISTRICT TRANSFER

For the first year of an Out-of-District request, an application must be completed and submitted.  In subsequent years, while the application       does not need to be resubmitted annually, the transfer will still be reviewed, and approval or denial will be issued each year based on the District’s criteria.
 

TRANSPORTATION                 

Transportation is not provided for out-of-district transfers
 

REVOCATION OF OUT-OF-DISTRICT TRANSFER

Revocation can be initiated by the campus principal for the following reasons:

  • Class size and/or program restrictions by campus
  • Persistent and documented Student Code of Conduct infractions
  • Documented patterns of truancy, late arrivals, and/or late pick up requiring the supervision of the child by school staff
  • Student arrest
  • Failure to maintain a passing average in all classes
  • Principal’s discretion

*The district will be able to revoke a student’s transfer during the academic year based on violation of any of the above infractions. 

UIL PARTICIPATION                

Pursuant to the UIL athletic eligibility rules, transfer students and other students who do not reside in the attendance zone of the      school at which the student attends, must be continuously enrolled in and regularly attending school for one calendar year to gain eligibility for varsity athletic participation.

FAQs

How do I request a student transfer?

Visit the Brownwood ISD Transfers page Transfers - Brownwood ISD and complete the appropriate application, ensuring your carefully select either “Out of District or “Inter District”. To be considered for approval, all sections of the application must be fully completed, including the submission of any required documentation.
 

What documents must I provide to Brownwood ISD when submitting a transfer application?

Parents requesting a transfer into Brownwood ISD for a student living out district boundaries must upload:

  1. The student’s most recent end of year report card, including the student’s attendance record. You can request from the student’s current school or access through parent database portals.
  2. STAAR reports for students in grades 4-12 (EOCs)
  3. Proof of residency, which must be a utility bill or mortgage/lease agreement.
  4. Students in grades K—5 requesting an in-district transfer are only required to provide proof of residency. The district will review their academic and attendance history, which will be considered as part of the decision-making process.
  5. PreK transfer requests will be completed at PreK registration (April of each year) in person if a student qualifies. There are not out of district transfers for PreK.
     

What information is considered in the approval or denial of every transfer request?

  • Class size and staffing at the requested campus and grade
  • The student’s academic progress
  • The student’s attendance history, including tardiness, early pick-ups, any time out of instruction
  • The student’s discipline history, please note that a student cannot transfer school to avoid DAEP placements
     

When is the transfer application period each school year?

Applications are accepted between April 1 and April 30. As staffing decisions are finalized during the summer, with priority given to class size and staffing needs, notification of approval or denial will be sent in July.
 

How do I request a transfer for PreK?

Out of District transfers are not available for PreK students. Inter District transfers will take place during the April in person qualifications and registration.
 

Do I have to apply for transfer every year?

No, you do not need to submit a transfer application annually. However, this does not guarantee automatic approval each year. Transfers are still reviewed and approved annually based on the criteria established by Brownwood ISD. You only need to apply the first year you request the transfer, or if you are changing campuses due to completing a grade level band, such as 5th grade to 6th grade or requesting a transfer to a different campus.
 

Can an approved transfer request be revoked during the school year?

Each nine-week grading period, a transfer student’s attendance, behavior, and academic performance are reviewed. If a student fails to meet the established expectations, parents will be notified that the transfer is on probation. Should the situation not improve, the transfer may be revoked for the current or upcoming school year, requiring the student to return to their zoned campus.
 

What reasons would a student transfer be placed on probation, denied, or revoked?

If a student fails to pass all classes, maintain good attendance (with no more than 10 combined unexcused absences or tardies within a year), or accumulates more than three disciplinary referrals in one year, including any DAEP placements, the transfer may be denied. Transfers may also be denied for documented patterns of truancy, frequent late arrivals, early departures, late pick-ups requiring school staff supervision, or any other concerns at the discretion of the campus principal.
 

Is there a chance one of my children could be approved for transfer to the campus I requested and the other be denied for the same school?

Yes, the primary criteria for approving or denying a transfer request is class size and staffing. If class size and staffing can accommodate one student in a family but not another, it is possible for one request to be approved while the other is denied. Additionally, one student’s attendance, behavior, and academic progress may meet the requirements, while the other child’s may not. In such cases, one student may be approved, and the other denied.
 

How will I receive notification of approval or denial?

Approval or denial notifications will be sent to the email address provided in the application. If your email address changes, it is your responsibility to contact Krista Behler to update your information and ensure receipt of the notification. Notifications can be expected after July 10th of each school year.
 

May my children participate in sports if they are approved for transfer to Brownwood High School?

According to UIL rules, unless a student moves or receives an approved waiver from the UIL, transfer students are ineligible to participate in varsity-level athletics for one calendar year from the time of enrollment at Brownwood High School. However, participation in JV, sophomore, or freshman-level athletics is permitted. Parents of students interested in athletics should contact the BISD athletic department immediately upon receiving an approved transfer.

Important Note: Participating in workouts or practices with any extracurricular program prior to the start of the school year does not guarantee transfer approval for that school year.

    Request to Remains are only valid for the current school year in which the petition occurred.  If a student is approved for a request to remain, their parent must apply for a transfer during the transfer window to remain at the campus for subsequent years.

    If a student moves, during the summer, or fails to apply during the transfer window, a Request to Remain option is not available.  The student must apply for a transfer through the transfer application process during the open transfer window.

    TRANSFER APPLICATION       

    A complete application for transfer must be filed during the designated application period as defined by the District for a student who resides outside the boundaries of Brownwood ISD but wishes to attend a Brownwood ISD school.

    Out-of-district transfers are valid for one academic year. Although you do not have to fill out a transfer application every year, you will receive an approval or denial letter every year in July.  You are not guaranteed approval until you receive an approval letter. 
     

    REQUIRED DOCUMENTS        

    Parent/Guardian must provide the following verifiable documentation for consideration upon application for an out-of-district transfer:

    • All applicants must submit proof of residency, such as a utility bill or a mortgage/rental agreement, in the name of the registering parent.
    • Students entering 1st to 3rd grade must provide a full academic year’s report card from a public school, including attendance information.
    • Students entering 4th to 9th grade must submit a full academic year’s report card from a public school with attendance information, as well as the previous school year’s STAAR scores.
    • Students entering 10th to 12th grade must provide a transcript from their previous school, including attendance information and STAAR EOC scores for English I & II, Algebra I, Biology, and/or U.S. History. 

    *Incomplete applications will not be accepted.

    *Brownwood ISD will not request documentation from the previous campus/education institution for the transfer application process.

    The parent/guardian will complete an online application for Out-of-District Transfer.  Application are available April 1st through the 30th of each school year.  Applications are available through the Brownwood ISD website Transfers - Brownwood ISD.  The parent will submit the application, along with the required documents. 

    APPROVAL                             

    Central Support transfer review personnel will consult with the principal of the requested campus for review and initial approval. The     Superintendent or designee will provide final approval for all transfers in accordance with Board Policy FDA (Local). Factors considered will be:

    • Class size and staff availability
    • Academic performance relative to grade level expectations including state assessments
    • Attendance record
    • Discipline record

    Standard Definitions:

    Availability of Space and Instructional Staff- in order to meet the minimum stand in consideration of a student transfer, the following guidelines must be met:
     

    • Elementary

    Transfer applications for PreK can only be accepted during the qualification process.  Kindergarten through Fifth grade classrooms are open to transfers if they do not exceed the 19:1 class size ratio.

    • Secondary

    Sixth through Twelfth grade may not exceed campus and classroom capacity based on projected enrollment for staffing.
     

    Student Disciplinary History- Review record of any behavioral infractions, rule violations, or disciplinary actions taken against the student during their time in school.  Students will be reviewed on an individual basis.  A student may not have been assigned to, attended, or otherwise withdrawn from a Discipline Alternative Educational Placement (DAEP) when applying for a student transfer.

    Attendance Records- A student must have attended school for at least 90% of the time that the course is offered in the previous school year in   order to be considered for a transfer.

    Parental Notification- After the above process is complete, the parent/guardian and campus will be notified via email of the final decision regarding the Out-of-District transfer, whether approved or denied.  For approved transfers in the first year, the parents will receive an approval letter and transfer agreement by mail, which will be required to enroll at the approved campus. 
     

    OUT-OF-DISTRICT TRANSFER AGREEMENT

    Parent/guardian will be required to complete all registration documentation as required for any/all students.  An approved transfer application does not negate the requirement of the enrollment process at any campus.  Proof of Residency will be required upon enrollment documents.  Upon enrollment at the campus, the parent/guardian will present the approval letter and signed Transfer Agreement. 
     

    RENEWAL OF OUT-OF-DISTRICT TRANSFER

    For the first year of an Out-of-District request, an application must be completed and submitted.  In subsequent years, while the application       does not need to be resubmitted annually, the transfer will still be reviewed, and approval or denial will be issued each year based on the District’s criteria.
     

    TRANSPORTATION

    REVOCATION OF OUT-OF-DISTRICT TRANSFER

    Revocation can be initiated by the campus principal for the following reasons:

    • Class size and/or program restrictions by campus
    • Persistent and documented Student Code of Conduct infractions
    • Documented patterns of truancy, late arrivals, and/or late pick up requiring the supervision of the child by school staff
    • Student arrest
    • Failure to maintain a passing average in all classes
    • Principal’s discretion

    *The district will be able to revoke a student’s transfer during the academic year based on violation of any of the above infractions. 

    UIL PARTICIPATION                

    Pursuant to the UIL athletic eligibility rules, transfer students and other students who do not reside in the attendance zone of the      school at which the student attends, must be continuously enrolled in and regularly attending school for one calendar year to gain eligibility for varsity athletic participation.

    REQUEST TO REMAIN            

    If the legal residence of a family changes from one attendance zone to another attendance zone, within the district or outside of the district, the student may either remain at the school he/she was attending before the residence change or attend the school in the new attendance zone. Submitting a request to remain at the current campus signals the family’s preference.  All request to remain will be approved for the current school year of the application.

    How do I request a student transfer?

    Visit the Brownwood ISD Transfers page Transfers - Brownwood ISD and complete the appropriate application, ensuring your carefully select either “Out of District or “Inter District”. To be considered for approval, all sections of the application must be fully completed, including the submission of any required documentation.
     

    What documents must I provide to Brownwood ISD when submitting a transfer application?

    Parents requesting a transfer into Brownwood ISD for a student living out district boundaries must upload:

    1. The student’s most recent end of year report card, including the student’s attendance record. You can request from the student’s current school or access through parent database portals.
    2. STAAR reports for students in grades 4-12 (EOCs)
    3. Proof of residency, which must be a utility bill or mortgage/lease agreement.
    4. Students in grades K—5 requesting an in-district transfer are only required to provide proof of residency. The district will review their academic and attendance history, which will be considered as part of the decision-making process.
    5. PreK transfer requests will be completed at PreK registration (April of each year) in person if a student qualifies. There are not out of district transfers for PreK.
       

    What information is considered in the approval or denial of every transfer request?

    • Class size and staffing at the requested campus and grade
    • The student’s academic progress
    • The student’s attendance history, including tardiness, early pick-ups, any time out of instruction
    • The student’s discipline history, please note that a student cannot transfer school to avoid DAEP placements
       

    When is the transfer application period each school year?

    Applications are accepted between April 1 and April 30. As staffing decisions are finalized during the summer, with priority given to class size and staffing needs, notification of approval or denial will be sent in July.
     

    How do I request a transfer for PreK?

    Out of District transfers are not available for PreK students. Inter District transfers will take place during the April in person qualifications and registration.
     

    Do I have to apply for transfer every year?

    No, you do not need to submit a transfer application annually. However, this does not guarantee automatic approval each year. Transfers are still reviewed and approved annually based on the criteria established by Brownwood ISD. You only need to apply the first year you request the transfer, or if you are changing campuses due to completing a grade level band, such as 5th grade to 6th grade or requesting a transfer to a different campus.
     

    Can an approved transfer request be revoked during the school year?

    Each nine-week grading period, a transfer student’s attendance, behavior, and academic performance are reviewed. If a student fails to meet the established expectations, parents will be notified that the transfer is on probation. Should the situation not improve, the transfer may be revoked for the current or upcoming school year, requiring the student to return to their zoned campus.
     

    What reasons would a student transfer be placed on probation, denied, or revoked?

    If a student fails to pass all classes, maintain good attendance (with no more than 10 combined unexcused absences or tardies within a year), or accumulates more than three disciplinary referrals in one year, including any DAEP placements, the transfer may be denied. Transfers may also be denied for documented patterns of truancy, frequent late arrivals, early departures, late pick-ups requiring school staff supervision, or any other concerns at the discretion of the campus principal.
     

    Is there a chance one of my children could be approved for transfer to the campus I requested and the other be denied for the same school?

    Yes, the primary criteria for approving or denying a transfer request is class size and staffing. If class size and staffing can accommodate one student in a family but not another, it is possible for one request to be approved while the other is denied. Additionally, one student’s attendance, behavior, and academic progress may meet the requirements, while the other child’s may not. In such cases, one student may be approved, and the other denied.
     

    How will I receive notification of approval or denial?

    Approval or denial notifications will be sent to the email address provided in the application. If your email address changes, it is your responsibility to contact Krista Behler to update your information and ensure receipt of the notification. Notifications can be expected after July 10th of each school year.
     

    May my children participate in sports if they are approved for transfer to Brownwood High School?

    According to UIL rules, unless a student moves or receives an approved waiver from the UIL, transfer students are ineligible to participate in varsity-level athletics for one calendar year from the time of enrollment at Brownwood High School. However, participation in JV, sophomore, or freshman-level athletics is permitted. Parents of students interested in athletics should contact the BISD athletic department immediately upon receiving an approved transfer.

    Important Note: Participating in workouts or practices with any extracurricular program prior to the start of the school year does not guarantee transfer approval for that school year.
     

    When is a request to remain considered?

    A request to remain is considered when a student moves outside of the district or to a different attendance zone during the school year. Request to remain are only valid for the current school year in which the petition occurred.
